1、项目依据：该项目在国内生产尚属空白，国内企业需要此类产品一直靠进口解决，此项目的建设填补了国家
在该行业生产上的空缺。项目已申报"辽宁省重点项目"。
2、项目宗旨：裸面高强度预应力钢丝、钢绞线由于加工应力的存在很易产生应力腐蚀而断裂，若用预应力镀锌
钢丝、钢绞线和预应力涂树脂钢丝、钢丝绞线代替，则腐蚀问题可以避免。
3、项目优势
(1)区位和交通优势：辽宁通达建材实业有限公司，位于辽宁省辽阳县首山乡后杠村，地处鞍山市外环路北侧，南与鞍山钢铁集团毗邻，东有长大铁路灵山货场，西邻沈大高速公路，交通十分便利。
(2)环境优势公司现有主要产品是高强度低松驰预应力钢绞线，年生产能力30,000吨。主要生产设备有：（1）从德国引进高强度低松驰预应力钢丝生产线一条，年生产能力20,000吨；（2）从意大利引进高强度低松驰预应力钢绞线生产线一条，年生产能力30,000吨；（3）国产高强度低松驰预应力钢丝生产线一条，年生产能力10,000吨。
(3)市场优势：目前国内企业生产的此类产品都是裸面产品，涂树脂产品只有美国、日本能够生产，因此涂层产品在国内、国际将会有很大的市场。
4、项目规划：
本项目预计从设备订货、厂房及辅助设施建设、设备安装调试到达到批量生产需2年时间。
二、方案设想：
(1)原料来源：经充分炉外精炼的82B钢无扭控冷热轧由鞍钢供货；一级纯镀锌锭由葫芦岛锌厂供货；环投氧树脂，国内各大型有机化工厂均能生产，供货渠道很广。
(2)生产工艺：配套合理，技术成熟，达到国际领先水平。
(3)质量标准：根据国家有关标准规定，参照国内外有关标准，制定出企业产品质量标准。
(4)选址及公共工程配套：厂址选在企业现有场地，占地面积48,000平方米。小张郎变电所供电，容量为5200KVA，鞍钢给水厂供水。
三、市场分析：
目前国内市场年需要各种高强度预应力钢丝、钢绞线约120万吨，主要用于大型桥梁、高速公路、高层建筑、工业厂房、水库、水电站、原子能核电站、液化天然气储罐等领域。目前几乎所有生产厂家的产品都是裸面产品，只有法尔胜公司和申佳公司生产有镀锌产品，总产量每年不超过20,000吨，表面涂树脂的产品国内尚属空白，国际上只有美国、日本能够生产。裸面高强度预应力钢丝、钢绞线由于加工应力的存在很易产生应力腐蚀而断裂，若用预应力镀锌钢丝、钢绞线和预应力涂树脂钢丝、钢绞线代替，则腐蚀问题就可以避免，因此有涂层产品将有很广阔的市场。

企业现有土地48,000平方米，总建筑面积12,000平方米，现有固定资产总值800万美元，资产总值1300万美元，职工人数156人，其中工程技术人员32名，占职工总数的20.5%。

该项目固定资产投资610万美元，年销售收入2,277万美元，年利润182万美元，年收益239.9万美元，静态投资回收期2.54年，静态投资收益率28%。

Ⅰ.Introduction
1.SupportIt still belongs to the blank in the domestic production, domestic enterprises must import this kind of products all the time, the construction of this project fills in the vacancy of the country in this trade production. It has already been declared as" the key project in Liaoning Province ".
2.Purpose The Naked high-strength PC steel wire and strand are easy to rupture because of PC corrosion, if they are replaced with the PC zinc-plated steel wire and strand, PC resin steel wire and strand, the problem of corrosion can be avoided.
3.Advantages
A.Advantages of region and transportation: Liaoning Tongda Building Material Industrial Co. Ltd., lies in the Hougang Villiage of Shoushan Town of Liaoyang County of Liaoning Province,in the north of the outer ring of An'shan, in the south of adjoining with the Steel Group of An'shan ,in the east of adjoining to the goods yard of Lingshan of Chang-Da railway, in the west of adjoining to Shen-Da expressway of Shenyang, the traffic is very convenient.
B.The main products of company are low-relaxation and high-strength PC steel strand with the output of 30,000 tons. The main production equipment is as follows: the company imported from Germany a production line with an annual capacity of 20,000 tons for the
production of low-relaxation and high-strength PC steel wire; the company imported from Italy a complete production line with the annual capacity of 30,000 tons for the production of low-relaxation and high-strength PC steel strand; the company bought a production line made in China with the annual capacity of 10,000 tons.
C.Market advantages: At present, the kind of products made in China are all the naked ones, coating resin products can be produced only in U.S.A. and Japan, so there are large demand in the domestic and internatinal market Domestic for this kind of products.
4.Planning
The project is estimated that it will take 2 years from ordering the equipment, constructing the factory building and auxiliary facilities, installing and adjusting the equipment to reaching to produce in batches.
Ⅱ.Scheme
1. Source of the raw material: 82 B steels of no twisting cold hot rolling by the abundant refinement from outside of stove are supplied by Anshan Steel Group.Purely zinc-plated spindles of Grade A are supplied by Hu Ludao Municipal Zinc Factory. The resin of surrounding oxygen can be produced by the domestic large-scale organic chemical plant, the channel of supply are very large.
2. Production technoloy: It is rational for the production technology craft to form a complete set, the ripe technology reaches the international leading level.
3.Quality standard: level : According to the stipulations of national relevant standards , consulting domestic and international relevant standards, the enterprise makes the quality standard of products.
4. Location and public auxiliary facilities: The address of factory lies in the existing place with an area of 48,000 square meters. The power is supplied by Xiao Zhanglang transformer substation with the capacity of 5200KVA, the water is supplied by Anshan Iron and Steel Plant.
Ⅲ.Market Analysis
At present, the domestic market needs 1.2 million t/y of various kinds of high -strength PC steel wire and strand which are mainly used in such fields as the large-scale bridges, expressways, skyscrapers, industrial factory buildings, reservoirs, power stations, the power station of atomic energy, the natural gas store. All products of the manufacturer are naked ones, only Farrshen Company and Shenjia Company have the zinc-plated product, but the total output does not exceed 20,000 tons every year. The Naked high-strength PC steel wire and strand are easy to rupture because of PC corrosion, if they are replaced with the PC zinc-plated steel wire and strand, PC
resin steel wire and strand, the problem of corrosion can be avoided, so the coating products have the widely market.
Ⅳ.Survey of the Company:
There are 48,000 square meters of land in the enterprise now, the total construction is with an area of 12,000 square meters, there are total fixed assets of USD 8 million, the total value of assets is USD 13 million, there are 156 workers, 32 engineers and technicians among them,which accounts for 20.5% of total workers.
